The first thing I noticed when I looked at this is how it manages to both remind me of some dragons in fiction out there while remaining extremely fresh and original at the same time. The design reflects the title you gave it in your description as a "chaos lord". This creature is indeed fierce and chaotic; the details you have put into its appearance only serve to enhance these characteristics even more.
Speaking of details, the sheer amount of detail I see in this is stunning. Although the picture was done exclusively in black and white, the details are numerous, and the shading seems perfect. The shading and light use distinguish the numerous details in the lines, so no spot seems overly dark or hard to make out, and this helps to showcase the many different, and dangerous, characteristics of the creature.
To conclude things, I would also like to say that I'm astonished that this was drawn in MS Paint, and in my opinion that makes this even more impressive. Overall, a very excellent work.
I never knew ms paint could be used in this way. The idea of a "static brush" is very appealing and I might have to make a static brush for my photoshop one day. It looks remarkably like charcoal in your finished picture. I kind of miss drawing dragons and monsters now.
I really love the way you did the dragon here, the picture itself shows it's ferocity and strength. I love the way the picture appeals to more of a Lizard-like monster, because that's what makes Dragons awesome.
